【摘要】:Thisguideismeanttoaidlocalandregionalspillresponseteamswhomayapplyitduringresponseplanningandspillevents.Thisguidepresentsdataontheeffectsofsurfaceoil,dissolvedoilanddispersedoiloncomponentsoftropicalenvironments.Thesedatacanaidindecision-makingrelatedtotheuseofdispersantstominimizeenvironmentaldamagefromoilspills.1.1Thisguidecoversrecommendationsforuseofchemicaldispersantstoassistinthecontrolofoilspillsandiswrittenwiththegoalofminimizingtheenvironmentalimpactsofoilspills.Aestheticandsocioeconomicfactorsarenotconsidered;although,theseandotherfactorsareoftenimportantinspillresponse.1.2Eachon-scenecommanderhasavailableseveralmeansofcontrolorcleanupofspilledoil.Inthisguide,useofchemicaldispersantsshouldnotbeconsideredasalastresortafterothermethodshavefailed.Chemicaldispersantsshouldbegivenequalconsiderationwithotherspillcountermeasures.1.3Thisguidepresentsgeneralguidelinesonly.Theoilisassumedtobedispersibleandthedispersanttobeeffective,available,appliedcorrectly,andincompliancewithrelevantgovernmentregulations.Oil,asusedinthisguide,includescrudeoilsandfueloils.Differencesbetweenindividualdispersantsandtoacertaindegree,differencesbetweendifferentoilsarenotconsidered.1.4Thisguideisoneofseveralrelatedtodispersantconsiderationsindifferentenvironments.TheotherstandardsarelistedinSection2.1.5Thisguideappliestomarineandestuarineenvironmentsbutnottofreshwaterenvironments.1.6Inmakingdispersantusedecisions,appropriategovernmentauthoritiesshouldbeconsultedasrequiredbylaw.1.7Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
